What is going on here is an aircraft is shooting a standard instrument approach to minimums. Minimums are the lowest an aircraft can go to the ground in these conditions. If the ground is not seen at minimums, a missed approach must be executed, which again calls for the highest standards of professional piloting skills and total maintenance performance.
In the last seconds of the video, you see the runway speeding into sight at 50 feet over the ground at over 100 Kts.
